If more people think of Mono Community Centre as a place where great things happen, then yes that helps create a community centre. Focusing on Mono residents’ experience, if Mono residents trust there will be more people joining, so it’s worth offering classes or going to events, then again allowing outsiders to join helps create a community centre.)
